摘要：

This presentation examines Taiwan’s role in AI governance through the lens of International Political Economy (IPE), examining how Taiwan’s state capacity, technological development, democratic values, and diplomatic strategy shape its ability to influence AI governance. Further, based on fieldwork in Taiwan, the presentation asks how Taiwan can transform its technological capabilities into normative influence across both the cross-Strait and global contexts, positioning itself as a norm entrepreneur in global AI governance.
